Five-Year Road Improvement Plan Announced
The five-year road improvement plan released by the Illinois Department of Transportation (IDOT) is smaller in scope than plans of recent years because of budget constraints and the depletion of Illinois First bonds. But significant improvements to 2,300 miles of the Illinois highway system and 570 bridges at a cost of $7.1 billion are still planned for completion from 2004-2008.

Citizen Action Yields Results
A good example of citizen involvement in government occurred when Robert Bailie of Bloomingdale wrote a letter to State Representative Carole Pankau bringing a problem he was having to her attention and asking for help. It concerned brakes for boat trailers. One kind of brake is operated by an electric button in the cab of a vehicle pulling the boat trailer, and the other is a surge brake that slows the trailer by inertia from the weight of the trailer. Previously, only the electrical brakes were allowed in Illinois, but surge brakes are equally safe and effective. The bill permits either kind to be used.

Help for College Students
During the 2003 session, the Illinois legislature passed a bill that will save money for students attending public universities. For four consecutive years following initial enrollment after the 2003-04 academic year, undergraduate tuition for students who are Illinois residents cannot exceed the amount charged at the time he or she first enrolled.

 State Representative Carole Pankau said, “High tuition costs make it difficult for many students and their families to cover the costs of a college education. I hope this tuition freeze will allow more people to obtain college degrees in our state and also give a needed break to families supporting students.”
